ERC Welcomes Chairperson and CEO Dimalanta
The Energy Regulatory Commission (ERC) welcomes its new Chairperson and CEO in the person of Atty. Monalisa C. Dimalanta who assumed office on 8 August 2022. She attended her first flag-raising ceremony on 15 August 2022 where she shared with ERC employees her vision for the agency as well as three (3) values she hopes will guide and be observed by the agency: 1) respect; 2) accountability; and 3) excellence.
Chairperson Dimalanta stated at the outset that, as the ERC embarks on a transformational journey towards being the country’s most trusted government agency, respect should always be the baseline in all its dealings. Among ERC employees and in engaging with stakeholders, this respect should depend not on titles and ranks but on each person as a human being. In the same manner, she adds, “[we] need to respect the work that is entrusted to us; we need to respect the institution that we represent.
She then explained that this respect should beget accountability within ERC to serve the consumers and the industry. “Don’t take it personally if I ask questions, if I challenge you. It is not to prove that I’m right and you’re wrong. Our work demands it; our people deserve nothing less than the best decision that we can make, and we can only arrive at the best decisions if we question each other and challenge one another.”
Finally, she shared her vision of making ERC a center of excellence not only in the Philippines but in the ASEAN region. This requires an opening up of the agency to new, better and other ways of crafting and enforcing regulations. “We can do exchange programs with other regulators in the region so that they can learn from us, and we can learn from them. ERC will carry a badge of professionalism and unmatched understanding of the energy industry.”
From 2019-2021, Chairperson Dimalanta served as the Chairperson of the National Renewable Energy Board (NREB). She is a recognized practitioner in the energy industry, with her more than 20 years of experience in the sector. She was also a professor at the Ateneo de Manila Law School and a lecturer at the Ateneo School of Government.
She obtained her Bachelor of Laws from the University of the Philippines and Master of Laws from the University of Michigan Law School. She also completed in 2021 her Senior Fellowship in Public Service at the Lee Kuan Yew School of Public Policy-National University of Singapore.
She is the 7th Chairperson and CEO of ERC and will serve until 10 July 2029.
