ERC Continues to Capacitate Stakeholders Amidst Pandemic

The   Energy   Regulatory   Commission   (ERC)   conducted   an   online training for the officers and staff of Lanao del Sur Electric Cooperative, Inc. (LASURECO) covering several regulatory topics, particularly on: (1) Capital Expenditure (CAPEX) Guidelines; (2) System Loss Guidelines; (3) Rules for Setting  Electric  Cooperatives  -  Wheeling  Rates  (RSEC-WR);  (4)  Annual Report; (5) Supervision and Regulation Fees (SRF); and (6) Uniform Filing Requirements (UFR).  The web-based seminars were held on June 4 and 5, and 10 and 11, 2020.

“We encourage the distribution utilities’ (DUs) participation to these webinars in order for them to gain adequate knowledge and understanding of the relevant ERC Rules and Guidelines, and ensure full and proper compliance with our regulatory requirements. These online trainings will not only serve as an excellent platform to clarify regulatory policies of the Commission but also make them more responsible utility officers”, ERC Chairperson and CEO Agnes VST Devanadera averred.

The ERC takes cognizance of the fact that there is a high turnover of officers and staff among the distribution utilities such that a regular training on regulatory compliances is necessary. The training was participated in by at least thirty-four (34) personnel from LASURECO and newly-hired and Contract of Service employees of the ERC’s Regulatory Operations Service (ROS). The Chief and Senior Officers from the ROS served as Resource Speakers of the webinar.

“We would like to thank and congratulate the participants from LASURECO for initiating this pilot episode of our regulatory webinar. This is just the start and I am sure that a lot more similar online learnings will follow. These digital learnings will be part of the “New Normal” and a good way to maximize the use of technologies available to us. Let us also take advantage of this time to institute productive endeavors amidst the COVID- 19 pandemic”, ERC Chair Devanadera concluded.
