Notice of Public Consultation, Consultation Paper Proposed by Castalia Strategic Advisors

Notice is hereby given that there will be a public consultation on the following consultation papers:

  1. Proposed Reforms to the Rules for Setting Electric Cooperatives’ Wheeling Rates (RSEC-WR);
  2. Proposed Reforms to Setting the Reinvestment Fund for Capital Expenditures (RFSC) under the RSEC-WR;
  3. Rules Governing the Execution, Review and Evaluation of Power Supply Agreements Entered into by Distribution Utilities for the Supply of Electricity to their Captive Market;
  4. Generation Cost Benchmarking; and
  5. Proposed Reforms to the Capex Approval Process for Electricity Cooperatives.

The public consultations will be held on March 29 and 30, 2017 for Luzon stakeholders and April 5 and 6, 2017 for Visayas and Mindanao stakeholders. Finally, the Philippine Rural Electric Cooperatives Association, Inc. (PHILRECA) will be assisting the Commission in organizing said public consultations.
