ERC renews COCs of TA-OIL and Sta. Clara Power Corp.

The Energy Regulatory Commission (ERC) renewed on 24 May 2010 the Certificates of Compliance (COCs) of two (2) Visayas-based generating companies (gencos), namely -  Trans-Asia Oil and Energy Development Corporation (TA-OIL) and Sta. Clara Power Corporation (SCPC).  The ERC renewed the COCs after reviews   showed  the gencos remained compliant with the technical, financial and environmental requirements set forth in the ERC’s Guidelines for the Issuance of Certificate of Compliance for Generation Companies/Facilities (Guidelines).  Both companies also stayed within  the cross-ownership and market share limitations set by the ERC to prevent market abuse.  A COC is valid for five years and  is a vital legal requirement for a  power plant’s commercial operations.

The COC of TA-OIL covers two generating sets powered by a Bunker C Fired Diesel Engine with a combined generating capacity of 3.4 MW. The power plants are located at San Miguel, Jordan, province of Guimaras.  It serves as a peaking plant for the Guimaras Electric Cooperative, Inc. (GUEMELCO), answering power demand surges occurring from 6:00 P.M. to 10:00 P.M. daily.

SCPC’s COC, on the other hand, covers the 1.20 MW Loboc Mini-Hydroelectric Power Plant (Loboc MHEPP) constructed by SCPC in Gotozon, Loboc, Bohol.   The power plant was previously owned by the National Power Corporation (NPC) and was placed under the stewardship of the Power Sector Assets and Liabilities Management Corporation (PSALM) while being privatized. SCPC serves the electricity requirement of the province of Bohol.

“It is encouraging to see that power providers, granted by the ERC with COC five years ago, that continued to adhere to the technical, financial and environmental standards set by the ERC and other agencies.  This is a positive factor for the local economy to have a reliable set of power providers that sustain the electricity needs of various industries, businesses and households,” ERC chairperson Zenaida G. Cruz-Ducut said.  “The ERC will always stay vigilant and will continue to safeguard public interests by strictly monitoring the compliance of the generation sector to the set rules and standards,” Chairperson Ducut added.
