Press Release: ERC renews COC of CBK/PCL

The Energy Regulatory Commission (ERC) recently renewed the Certificate of Compliance of Caliraya-Botocan-Kalayaan Power Company Limited (CBK/PCL) for the operation of its Kalayaan II Pump Storage Hydroelectric Power Plant (KPSPP II).  The power plant operates in Brgy. San Juan, Kalayaan, Laguna.  The COC renewal grants CBK/PCL another five years to operate the power generation facility.

Two hydroelectric turbine generators with an aggregate capacity of 372.425 MW comprise KPSPP II and generate power using the water resources of Caliraya Lake.  and partly contributes to satisfy the power requirements of electricity consumers in the Luzon Grid.    All of the power generated by KPSPP II is traded in the Wholesale Electricity Spot Market (WESM). 

The COC is a requirement set by the ERC for generation companies and self-generation facility owners to comply before they can start operating a power plant.  The evaluation of applications for a COC is based on the Revised Guidelines for the Issuance of Certificate of Compliance for Generation Companies/Facilities.  The Guidelines, among others, require COC applicants to hurdle certain technical and financial standards set by the ERC.  The applicant must also observe the market share limitations set by the ERC in order to ensure that there will be no market power abuse of electricity consumers.

Cruz-Ducut said.
