ERC grants COC to Montalban Methane Power Corporation's renewable energy generating sets

The Energy Regulatory Commission (ERC) on 9 February 2009 granted a Certificate of Compliance (COC) to Montalban Methane Power Corporation (MMPC) for its nine (9) Renewable Energy Generating Sets with an aggregate capacity of 8.19 Megawatts (MW). The fuel for the main generators is sourced from the Rodriguez Landfill Methane Recovery and Electricity Generation Project in Montalban, Rizal. The electricity generated is to be sold to the Manila Electric Company (MERALCO) and to the Wholesale Electricity Spot Market (WESM).


The MMPC’s generating facilities, after thorough evaluation and ocular inspection conducted by the ERC, were found to have met the required financial, environmental and technical standards. With respect to market share limitations, MMPC’s installed capacities of 0.0814% and 0.0611% were found to be well within the 30% Grid and 25% National installed generating capacity limitations. The ERC will periodically monitor the operation of MMPC ensure its compliance to the terms and conditions of the COC.


Section 4 of Rule 5 of the Implementing Rules and Regulations of the Electric Power Reform Act of 2001 (EPIRA-IRR) provides that no generation company can commence commercial operations until a COC from the ERC is secured. A COC issued to a generation company covers all of its generating facilities in operation at the time of application. Any expansion, conversion, or empowering of any of the generation company’s facilities or an acquisition of a new generating facility shall require a separate COC for that particular facility.


MMPC is owned by Carbon Assets Fund of Cayman Island, represented by Carbon Capital Markets, a United Kingdom corporation that owns a dominant share of 35.71% of the total share of the company. The MMPC registered at the Securities and Exchange Commission on 25 January 2007. The primary purpose of MMPC is to engage in the Clean Development Mechanism (CDM) Project defined under the Kyoto protocol of the United Nations Framework convention on Climate Change.
