ERC appoints new GMC chairman

The Energy Regulatory Commission (ERC) appointed Mr. Rolando T. Bacani as the new Chairman of the Grid Management Committee (GMC) in the place of Mr. Carlito C. Claudio whose term ended on 31 December 2008. Mr. Bacani currently serves as the General Manager-Business Development of KEPCO Philippines Corporation. He was formerly Vice President for System Operations of the National Transmission Corporation (TRANSCO) and Vice President for System Operations of the National Power Corporation (NPC). He will serve as DMC Chairman until 31 December 2009.

The ERC selects the Chairman from a short-list of three (3) members nominated by the GMC. The GMC has a total number of fifteen (15) members. The GMC Chairman shall preside over all meetings of the GMC. The GMC is a non-stock, non-profit private organization duly registered with the Securities and Exchange Commission (SEC) on 02 August 2005. The Electric Power Industry Reform Act of 2001 or the EPIRA mandated the ERC to promulgate the Philippine Grid Code (PGC). The PGC refers to the set of rules, requirements, procedures, and standards established to ensure the safe, reliable, secure and efficient operation, maintenance, and development of the high voltage backbone Transmission System and its related facilities. It applies to the national transmission backbone that is composed of three (3) grids: Luzon, Visayas and Mindanao. The PGC called for the establishment of the GMC to monitor Grid Code compliance at the operations level and for the GMC to submit regular and special reports pertaining to Grid operations to the ERC.

“The ERC congratulates Mr. Rolando T. Bacani on his appointment as the new Chairman of the GMC. It is hoped that he will continue the good work of the GMC in assisting the ERC ensure grid security, reliability and an environment conducive to a competitive electricity market for the benefit of the electricity consumers,” ERC Chairperson Zenaida G. Cruz-Ducut said.
