The Energy Regulatory Commission (ERC) renewed on 09 November 2009 the Certificate of Compliance (COC) of Tarlac Power Corporation (TPC) that covered three (3) units of Bunker C Fired Diesel Engine Generating Sets with an aggregate capacity of 18.60 MW all located at Brgy. Sto Nino, Tarlac City.
TPC was registered with the Securities and Exchange Commission on 01 December 1993 with a stated primary purpose to design construct, erect, commission, assemble power generating plants and related facilities for the generation and supply of electric power utilizing any fuel or energy source. TPC is bound to engage in the business of a public utility only after obtaining the necessary government licenses.
TPC is an embedded power generating facility directly connected to the distribution system of Tarlac Enterprise, Inc., (TEI), a private distribution utility that serves the franchise area of Tarlac City. The generation facility delivers power directly to the TEI Grid at 13.8 KV voltage level and does not utilize the Luzon Grid transmission system.
A COC is required before any generation company can commence commercial operations. COC has a term of five (5) years. During which period, the generators are required to comply with the terms and conditions set forth in the ERC’s Guidelines for the Issuance of Certificate of Compliance for Generation Companies/Facilities, as Amended that includes the reportorial, technical and financial requirements.
“The ERC notes that with the dawning of the regime of open access and retail competition in Luzon, generators will have to prove themselves worthy to be chosen by potential customers. As such, the generators are expected to strictly adhere to quality standards set by law in order to protect and promote the interest of the electricity consumers, in general,” ERC Chairperson Zenaida G. Cruz-Ducut said.
