ERC adopts amendments to the Philippine Grid Code

The Energy Regulatory Commission (ERC) adopted Amendment No. 1 to the Philippine Grid Code (PGC) upon due consideration of the recommendation of the Grid Management Committee (GMC). Amendments to the PGC were made to complement recent developments in the electric power industry and to make it consistent with the WESM (Wholesale Electricity Spot Market) Rules and the various issuances of the ERC.

“The revisions to the PGC will avert confusion as it clarifies the responsibilities of the Market Operator, the System Operator, and other users in Scheduling and Dispatch, and will ensure accuracy of metering data for billing and settlement in the WESM, among others,” ERC Chairman and CEO Rodolfo B. Albano Jr. said.

The PGC provides for the rules, requirements, procedures, and standards to ensure the safe, reliable, secured, and efficient operation, maintenance, and development of the high-voltage backbone transmission system in the Philippines.

The GMC is the committee created to ensure the proper implementation of the PGC. As such, the GMC is tasked to monitor, evaluate, and make recommendations to the ERC on Grid operations. The GMC also reviews and recommends standards, procedures, and requirements for Grid connection, operation, maintenance, and development. Dispute resolution on the Grid Code are also being coordinated by the GMC and makes appropriate recommendations thereon to the ERC.

“Considering the dynamics of the electricity industry, the Amended PGC is expected to undergo revisions in the future to ensure a successful restructured electric power industry,” Chairman Albano concluded.
