ERC Slates Grid Code Revisions for Pub Con
The Energy Regulatory Commission (ERC) slated for Public Consultation (PubCon) on 21 September 2006 (Thursday) the proposed revisions to the Philippine Grid Code (PGC) at nine o’clock in the morning (9:00 A.M.) at the ERC Hearing Room, 15th Floor, Pacific Center Building, San Miguel Ave., Pasig City.
“This is an opportune time to revisit and amend the Grid Code considering that the commercial operation of the Wholesale Electricity Spot Market (WESM) already commenced on June 23, 2006. The WESM and PGC should be harmonized to ensure the smooth transformation of the electric industry,” ERC Chairman Rodolfo B. Albano, Jr. stressed.
The PGC was promulgated with a caveat that it will be revised accordingly based on the provisions of the Market Rules upon its promulgation. The significant revisions in the PGC will include: (1) the identification of the Metering Service Providers (MSPs) among the covered parties; (2) the delineation of responsibilities of the Market Operator (MO), System Operator (SO), Generators, Distributors and Other Users; and (3) amendments to the Scheduling and Dispatch Principles and Criteria.
The PubCon will provide an avenue for the public and industry participants to raise their comments and concerns on the proposed revisions on the PGC prior to its promulgation. “The ERC urges stakeholders to proactively participate in the public consultation to help in coming up with a thoroughly studied set of Rules that will ensure healthy competition and level playing field in the restructured electricity industry,“ Chairman Albano concluded.
