Standardized business rules now in process - ERC
“In anticipation of the competitive retail market, the Energy Regulatory Commission (ERC) is in the process of drafting the standardized business rules,” Chairman Rodolfo B. Albano, Jr. explained. This set of rules referred to as Uniform Business Practices (UBP) will apply to Distribution Utilities (DUs), Retail Electricity Supplier (RES) and Supplier of Last Resort (SOLR).
In line with Sections 29 and 31 of Republic Act No. 9136, the said rules will, among others, govern the transfer of customers from one competitive electricity supplier to another, provide industry participants with clear understanding of each other’s roles, ensure the proper and timely settlement of bills and exchange of information.
The ERC sees the need to gather important insights, in the determination of efficient procedures. Relative thereto, the Technical Working Group (TWG) composed of representatives from DUs, generating companies, consumer sector and other relevant groups will be convened. The TWG meetings are initially set on February 22, 23 and 24, 2006 at the ERC Market Operations Service (MOS), 12th Floor, Pacific Center Bldg., San Miguel Ave., Ortigas Center, Pasig, Metro Manila. The draft UBP may be downloaded from ERC’s website at http://www.gov.ph .
“I am encouraging the members of the TWG to participate actively in this endeavor for the success of the competitive electricity retail market in the Philippines,” Chairman Albano concluded.
