ERC Promulgates Guidelines for the Issuance of Licenses to Retail Electricity Suppliers (RES)

The Energy Regulatory Commission (ERC) approved on July 13, 2005 the Guidelines for the Issuance of Licenses to Retail Electricity Suppliers (RES). In the finalization of said Guidelines, the comments of industry participants (who were given the opportunity to submit their comments twice, following two draft postings in the web), were considered.

The RES Guidelines prescribes the qualifications, criteria and limitations of a Retail Electricity Supplier. It likewise stipulates the requirements and procedures for securing a Supplier’s License, and the consequent obligations of RES.

The Guidelines balances the need to encourage new players in the retail electricity supply business as well as protect the consumers. This is the first of a series of guidelines that the ERC will promulgate in order to govern the effective implementation of retail competition, which is expected to commence on July 1, 2006.
