ERC directs all CWD officers to undergo trainings

The Energy Regulatory Commission (ERC) just recently issued a Resolution directing all Consumer Welfare Desk (CWD) Officers of Distribution Utilities (DUs) to undergo a Consumer Welfare Development Training (CWD Training) by the ERC-Trained Trainors.

Section 3, Rule 34 of the Implementing Rules and Regulations of Republic Act 9136, also known as the Electric Power Industry Reform Act (EPIRA) mandates the ERC to ensure customer choice, promote consumer interests, and to issue appropriate guidelines and mechanisms to create a permanent consumer complaint desk at ERC and in all electric distribution utilities and other providers of electric power to oversee the promotion of consumer interests.

Along this line, the ERC directed all DUs to establish their respective Consumer Welfare Desks manned by employees primarily responsible in handling consumer complaints.

Moreover, as part of ERC’s 10-point regulatory agenda to strengthen the customer service capabilities of the DUs, the ERC conducted Consumer Welfare Development Trainings in Luzon, Visayas and Mindanao to selected CWD Officers. The ERC chose outstanding attendees who further underwent Trainor’s Training and they now compose the ERC-Trained Trainors. The Consumer Welfare Development Trainings to CWD Officers will be conducted by ERC-Trained Trainors who are required to submit to ERC a written report within one (1) week from conduct of said training.

“The ERC’s objective to institutionalize the conduct of the CWD Trainings is now within reach having successfully developed the ERC-Trained Trainors from among the CWD officers”, Chairman Albano said. “Let us all look forward to improved consumer services from electricity providers whose CWD officers are required to undergo CWD Trainings”, he added.
