ERC-certified GENCOs now totals 57
The Energy Regulatory Commission (ERC) recently issued Certificates of Compliance (COCs) to three (3) more Independent Power Producers (IPPs) and six (6) self-generation entities. The formal awarding of the COCs was held on February 4, 2004 at the ERC Head Office in Pasig City. There are fifty-seven (57) Generation Companies (GENCOs) as of February 4, 2004 that meet the Philippine government’s electricity generation and operation requirements.
“Our country needs more generation companies to meet the growing need for sources of electricity. The Commission is glad to award the COCs to GENCOs that comply with the standards and requirements we set to ensure safe and efficient generation of electricity for the benefit of the public,” said ERC Chairman Rodolfo B. Albano, Jr.
The Chief Regulator further added that “these issuances will hopefully send a positive signal to investors that the Commission is diligently performing its mandate to promote reforms in the Philippine electric power industry and balance the interests of the investors and the consumers”.
The following IPPs that were issued with COCs are: (1) CBK Power Co., Ltd., an IPP of the National Power Corporation with 354 MW hydro (Kalayaan I) power plant located at Kalayaan, Laguna; (2) CBK Power Co., Ltd., a 35.7 MW hydro (Caliraya) power plant located at Lumban, Laguna; and (3) CBK Power Co., Ltd., 22.325 MW hydro (Botocan) power plant located at Majayjay, Laguna.
The companies with self-generation facilities that were issued COCs are as follows: (1) EPSON Precision (Phils.), Inc. with 3 MW diesel-fired self-generation facility located at Lima Technological Center, Lipa City, Batangas; (2) EPSON Precision (Phils.), Inc. with 2 MW diesel-fed self-generation facility located at Light Industry Science Park, Cabuyao, Laguna; (3) Solid Cement Corporation (SCC) with 20.4 MW Bunker C-fired power plant located at Sitio Tagbac, Brgy. San Jose, Antipolo City, Rizal; (4) Apo Cement Corporation with 66 MW Bunker C-fired power plant located at Tina-an, Naga, Cebu; (5) Fuji Plastic Industry Phils. with 127 KW diesel-fired standby generator located at Clark Export Processing Zone, Pampanga; and (6) Nippon Antenna (Phils.), Inc. with 490 KW diesel-fired standby generator located at First Cavite Industrial Estate, Dasmariñas, Cavite.
The GENCOs are required to secure said certificate from the ERC pursuant to Republic Act No. 9136. The COC is issued upon compliance with Philippine Grid and Distribution Code (PGDC), the Wholesale Electricity Spot Market (WESM) Rules, the Cross Ownership and Market Share Limitations and the Environmental Compliance Certificate (ECC), among other requirements.
