ERC approves operation of 5 more IPPs

The Energy Regulatory Commission (ERC) issued the Certificates of Compliance (COCs) to five more Independent Power Producers (IPPs). This brings the total number of IPPs that were granted COCs to twenty-one. The formal awarding of the COC was held on September 3, 2003 at the ERC head office in Pasig City.

ERC Chairman Manuel R. Sanchez said that “the Commission is glad to grant the COC to more generating companies that meet the power generation standards set by the government. Their contribution to the much needed supply of energy in our country will benefit many people today and in the future.”

This new batch of IPPs consists of the following: (1) Luzon Hydro Corporation (LHC) with total installed capacity of 70-MW Hydro Electric Power Plant located in the boundary of Bakun, Benguet and Alilem, Ilocos Sur; (2) CIP II Power Corporation (CIP II PC) with a 21-MW Diesel Fired power plant situated inside the Calmelray Industrial Park II, Barangay Punta, Calamba, Laguna; (3) Northern Mindanao Power Corporation (NMPC) with a 98-MW Bunker C-fired power generating plant located in Sitio Mapalad, Barrio Dalipuga, Iligan City; (4) Western Mindanao Power Corporation (WMPC) with a 100-MW Bunker C-fired power generating plant located Sitio Malasugat, Sangali, Zamboanga City; and (5) Southern Philippines Power Corporation (SPPC) with a 50-MW Bunker C-fired power generating plant located in Baluntay, Alabel, Sarangani Province.

Generation companies are required to secure said certificate from the ERC pursuant to Republic Act No. 9136. The COC is issued upon compliance with Philippine Grid and Distribution Code (PGDC), the Wholesale Electricity Spot Market (WESM) Rules, the Cross Ownership and Market Share Limitations and the Environmental Compliance Certificate (ECC), among other requirements.
