ERC
issues COC to 5 more IPPs

The
Energy Regulatory Commission (ERC) recently issued the
Certificates of Compliance (COC) to five more Independent
Power Producers (IPPs), in addition to the COC previously
issued to six IPPs.
This new batch of IPPs consists of the following: (1)
Magellan Cogeneration Inc. which operates 63 MW Bunker
C-fired Power Plant located at Phase II, Cavite Economic
Zone (CEZ), Rosario, Cavite; (2) Panay Power Corporation
for the commercial operation of 74.4 MW Bunker C-Fired
Power Plant located in Barangay Ingore, La Paz, Iloilo
City; (3) Edison (Bataan) Cogeneration Corporation, Inc.
with 58 MW Bunker C-fired Power Plant located at the Bataan
Economic Zone (BEZ), Luzon Avenue, Mariveles, Bataan;
(4) Bauang Private
Power Corporation (BPPC) for the commercial operation of 21 gensets with total installed capacity of 235.2 MW Bunker C-fired Power Plant located in Bo. Payucpoc Sur, Bauang, La Union; and (5) Quezon Power (Philippines), Limited Co.’s 511 MW Coal-Fired power plant located in Brgy. Cagsiay I, Mauban, Quezon.
ERC Chairman Manuel R. Sanchez said that the issuance of said COC to the IPPs is a requirement before they can start their commercial operation.
“The role of the IPPs in the power generation sector is crucial to the development of the electric industry,” Chairman Sanchez noted in the light of immediate capacity additions needed especially in the Visayas grid by next year.
Generation companies, including the IPPs are required to secure said certificate from the ERC pursuant to Republic Act No. 9136. The COC is issued upon compliance with Philippine Grid and Distribution Code (PGDC), the Wholesale Electricity Spot Market (WESM) Rules, the Cross Ownership and Market Share Limitations and the Environmental Compliance Certificate (ECC), among other requirements.
The formal awarding of the COC to the above IPPs was held on June 27, 2003 at the ERC Office during ERC’s celebration of the second anniversary of the Electric Power Industry Reform Act (EPIRA).
