ERC-certified GENCOs now totals 36

The Energy Regulatory Commission (ERC) issued the Certificates of Compliance (COCs) to six (6) more Independent Power Producers (IPPs) and two (2) Self-Generation Entities. The formal awarding of the COCs was held on November 5, 2003 at the ERC head office in Pasig City. There are now thirty-six (36) Generation Companies (GENCOs) that meet the Philippine government’s electricity generation and operation requirements.

“Our country needs more generation companies to meet the growing need for sources of electricity. The Commission is glad to award the COCs to GENCOs that comply with the standards and requirements we set to ensure safe and efficient generation of electricity,” said ERC Chairman Manuel R. Sanchez.

IPPs recently issued a COC include: (1) PNOC Exploration Corp., an IPP of Isabela Electric Cooperative I with 3 MW natural gas power plant located at San Antonio, Echague, Isabela; (2) First Gas Power Corporation, an IPP of Manila Electric Company (MERALCO) with 1,000 MW combined cycle gas turbine power plant located at Sta. Rita., Batangas City; (3) Northern Mini Hydro Corporation, an IPP of the National Power Corporation (NPC) with 10 MW hydro power plant located at Bakun Central, Bakun, Benguet and 2.6 MW hydro power plant located at Ampusongan, Bakun, Benguet; (4) Hydro Electric Development Corporation, an IPP of NPC, SFELAPCO, BENECO, Philex Mining Corporation and Davao Light and Power Company, Inc. with the following hydro power plants: 2.56 MW located at Tadiangan, Benguet; 2.5 MW located at Nangalisan, Benguet; 2.4 MW located at Ampucao, Benguet; 10.75 MW located at Bito, Benguet; 8 MW located at Banengbeng, Benguet; and the 1 MW hydro power plant located at Calinan, Davao City; (5) Island Power Corporation of NPC-SPUG with 7 MW Bunker C Fired power plant including related facilities, machineries and equipment located at Bubog, San Jose Occidental Mindoro; (6) Tarlac Power Corporation, an IPP of Tarlac Electric Incorporated with an 18.6 MW Bunker C Fired power plant located at Barangay Sto. Niño, Tarlac City.

Companies with self-generation facility recently issued a COC are as follows: (1) Zilog Electronics Philippines, Inc. with 3.3104 MW diesel power plant located at Parañaque City; (2) Orient Semiconductor Electronics Philippines, Inc. with 4.3 MW diesel power plant located inside an Economic Zone, the Light Industry and Science Park of the Philippines II at Calamba, Laguna.

The GENCOs are required to secure said certificate from the ERC pursuant to Republic Act No. 9136. The COC is issued upon compliance with Philippine Grid and Distribution Code (PGDC), the Wholesale Electricity Spot Market (WESM) Rules, the Cross Ownership and Market Share Limitations and the Environmental Compliance Certificate (ECC), among other requirements.
