ERC approves operation of 7 more Generation Companies

The Energy Regulatory Commission (ERC) issued the Certificates of Compliance (COC) to three (3) more Independent Power Producers (IPPs) and four (4) Self-Generation Entities. The formal awarding of the COC was held on October 16, 2003 at the ERC head office in Pasig City. This brings the total number of Generation Companies (GENCO) issued a COC to twenty-eight.

ERC Chairman Manuel R. Sanchez said that “the new batch of GENCOs supplies portion of the National Power Corporation’s power requirement in Mindanao Grid through the PNOC-Energy Development Corporation and provides the power requirement of the manufacturing facilities and/or provide backup power in case of power failure by distribution utilities in their respective areas.”

These seven GENCOs consist of the following: (1) Mindanao I Geothermal Partnership is an IPP of the PNOC-Energy Development Corporation with 47 MW Geothermal Power Plant located at Mindanao Geothermal Reservation, Mt. Apo, Kidapawan City; (2) Mindanao II Geothermal Partnership with 48.25 MW Geothermal Power Plant located at Mt. Apo, Kidapawan City; (3) AMI Semiconductor Philippines, Incorporated (AMIS) with 3.285 MW Diesel Power Plant located at Parañaque City; (4) EEI Power Corporation with 1 MW Diesel Power Plant located at Barrio Maduya, Carmona Cavite; (5) Analog Devices (Phils.), Inc. with a capacity of 2.604 MW located at Parañaque City; (6) Analog Devices Gen. Trias, Inc. with 14 MW Diesel Power Plant located at Javalera, Gen. Trias, Cavite; and (7) Panasonic Mobile Communications Corporation of the Philippines (PMCP) with 4 MW Diesel Power Plant located at Laguna Technopark, Sta. Rosa, Laguna.

The GENCOs are required to secure said certificate from the ERC pursuant to Republic Act No. 9136. The COC is issued upon compliance with Philippine Grid and Distribution Code (PGDC), the Wholesale Electricity Spot Market (WESM) Rules, the Cross Ownership and Market Share Limitations and the Environmental Compliance Certificate (ECC), among other requirements.
